  • develop and, both orally and in writing, explain and defend legislative proposals or policies in an area of their interest.
  • explain to an interested audience the major benefits of their legislative or policy proposal and respond to criticisms of it.
  • apply the perspectives and methodologies of different advocacy approaches to the proposals they develop.
