  • identify the sources of unpredictability in the law, the process of legal reasoning by example and the importance and limitations of stare decisis.
  • create and utilize specialized techniques to effectively manage prehearing conferences.
  • articulate the need for adequate security during administrative proceedings and provide suggestions for security enhancements.
  • distinguish the various forms of dispute resolution and determine the applicability of a particular model to proceedings conducted by the administrative agency.
  • recognize various models of decision-making and types of decisions.
  • render decisions that are effective, clear and well-reasoned.
  • produce the best record possible on appeal.
