  • use appropriate assessments to explain the learning needs of and craft specific learning goals for K–12 students.
  • design and implement individualized strategy lessons (including finding and/or developing appropriate reading materials) that build upon readers’ strengths and assist in overcoming challenges.
  • apply foundational reading theories in a variety of instructional contexts.
